I haven't worked with ILLiad in about a year, but there was no API at that time. ILLiad did accept open urls, but it was essentially the equivalent of a deep link into the interface. No SOAP or REST.
I also am not sure what your programmer would be searching for in ILLiad, or if what they really want to do is place a request in ILLiad.

One of the programmers in the campus library asked me about this
yesterday, and I thought someone in this group might know.....
he's working on a portal-like service that would search multiple
services and then order/hold a book for a patron... one of the places
he wants to search is via Iliad... he's currently screen scraping,
which is not so good....
does anyone know whether Iliad supports any API style interfaces?
perhaps over SOAP or REST?
