I agree with John that our group should be making recommenations/
requirements for how vendors participating in InCommon go about
implementing "Shib enabled".  For instance, in order to use the
ezproxy/shib scenario that we came up with in Phase I, vendors
need to implement SessionInitiators, and I don't think all vendors
are doing that consistently.
