If I may be so bold as to change your assignment, I would recommend
that the action item be changed to something like "have conversations
with Shib vendors about graceful rerouting of authentication errors to
a Shib WAYF to support Shib enabled deep linking."

BTW, asking for a change to their error page is an easier request than
asking for a change to the main homepage for the vendor. I'm convinced
that deploying Shib like this, from the back door, offers most
libraries a better value proposition than the ezproxy hybrid
environment path we've been pursuing.
