[InC-Lib-Vendor] wiki - best practices



As discussed on our last call, I've removed the "draft" from the Best 
Practices document and removed the comment at the bottom of the page. I 
also turned off comments for all but InC-Library members, assuming we'd 
prefer to hear from people via email (the vendor subgroup email address 
is still there).
