Andy,

If you set up a shib wayfless url from Information Provider that hardcoded 
the IdP info, you do not have to be a member of a federation to use it.

This is true for US libraries as well.

I do not know if the last requirement is true:
Institutional membership in a federation such as InCommon

Organizations from UK, and other countries do use shibboleth and some with 
ezproxy integration.

During the conference call last Friday, I agreed to draft a "how-to" for 
the Shibboleth / EZproxy setup, aimed at providing basic information 
about WHAT is required to staff at institutions that may be unsure of 
HOW to proceed.
