Hi,
I noticed that https://spaces.internet2.edu/display/inclibrary/Shibbolized+EZproxy says, "Is the site Shib-enabled? If yes, always redirect directly to the site, bypassing the next two phases. "
MIT's current position is that direct Shib-access is a fall back for off-campus users that are making direct access to the vendor's site and not going through the campus EZproxy. This is because we are implementing finer grained access control within EZProxy than our IdP currently supports.
I think we would be more comfortable with the following wording:
Is the site Shib-enabled? If yes, then the user may be redirected directly to the site, bypassing the next two phases.
