I made some further edits to the consent section, especially to remove the first reason. REFEDS R&S actually permits use of consent and permits release for a "substantial subset" of an IdP's user population. It need not be comprehensive. Although permitted, it is still contra-indicated under GDPR when "legitimate interests" are the reason for user access.
