I don't think a reference to the GDPR regulation itself is necessary. It should be so well known at this point with our intended audience that it would be redundant.

I also did some work on the doc, including an Intro paragraph about R&S re GDPR including a ref to that analysis, which in turn has a ref to the regulation. Should we also have a ref in the Intro to the regulation itself?

I added a goal of 85% R&S implementation by IdPs in the Intro. It's buried in the text of a paragraph, but can be put into a callout, along with some quotes.

I asked Bob Grossman if he'd do a quote - waiting to hear back.
