I'm guessing this is semantics. 

I assume showing the Government ID would be "re-establish[ing] her or his identity with the IdPO per Section 4.2.2" prior to issuance rather than "continuation of the previous establishment of identity". But I agree that part reads somewhat unclearly.

I may be missing the right context but this seems to rule out presenting a government issued picture ID as
a way to identify oneself in person - is that intended?
